Q: Is this place open to the public or just residents of the beacon?
A: To get past the gate outside you need a swipe card. To get into the lobby, where this cafe is located, you need an access code. It's a shame because they actually have really good coffee and the barista (when I went there) was a skilled one. One of the residents let me in. They actually opened another location in downtown JC that's open to the public that I need to try out.
